His Majesty King Hamad bin Isa Al Khalifa ratified and issued Law (41) of 2025 amending certain provisions of Decree-Law (47) of 2002 on the Regulation of the Press, Printing and Publishing, following its approval by the Shura Council and the Council of Representatives.
The title of Decree-Law No. (47) of 2002, regarding the Regulation of the Press, Printing and Publishing, is amended to “Decree-Law No. (47) of 2002 Regarding the Regulation of the Press and Digital Media.”
The law stipulates comprehensive amendments to the legal framework governing the press, printing, publishing, and digital media in the Kingdom of Bahrain. It includes updated definitions and regulations covering the licensing, ownership, and media institutions, including online platforms. It also outlines the responsibilities and accountability of editors-in-chief and media managers.
The law introduces procedures for the correction and right of reply; provisions related to transparency, editorial responsibility, and professional conduct and regulates penalties for violations such as unlicensed operations or publication of prohibited material.
Furthermore, it prohibits pre-trial detention of journalists, defines procedures for investigations and legal actions in media-related offences, and requires existing digital media platforms to regularise their status within six months of the law’s enforcement.
The Prime Minister and ministers, each within their capacity, shall implement the provisions of this law, which shall come into effect the day following its publication in the Official Gazette.
